United Way volunteers have identified two impact target areas to accomplish the goal of United Way.
An Impact Council is defined as a United Way volunteer committee formed to address a particular set of community outcomes. Community volunteers, human service professionals, subject experts, funding partners, and consumers of services make up the membership of the impact council.

Understanding Community Impact is defined as creating useful ways to measure how providing funds and opportunities for volunteering has impacted the community. This will increase our understanding of community needs and how the work of the United Way as well as partner agencies helps to create positive change within the Gratiot County community.
